Large, inner-city public housing complexes have a bad reputation. Denigrated by politicians and the press as “lost causes,” “ghettos” and “crime incubators,” the image of public housing is dark and bleak. I will argue that this image is flawed, and that public housing complexes can be turned into attractive living spaces for low-income people. This is being done here in Winnipeg, and I will focus on the ‘Rebuilding from Within’ process in one North End public housing complex.
